This dome heater didn't heat at all, it was also 80 degrees outside temperature and the dome didn't even heat up my 10x10 swimming pool at all. Water was still freezing.

Your swimming pool area is relatively large, at 10*10ft, which is equivalent to 100ft. One solar heater is not enough, at least 4 or more are needed. The temperature was only 26 degrees that day, which is not particularly high, so it needs to be illuminated for a certain period of time before the temperature will rise. And is the lid of each solar heater covered? This can be used for heat preservation.
